Yes, multiple other non-infectious causes can cause cystitis, such as for example chemical, radiation, drugs or autoimmune for example believed to be involved in interstitial cystitis, a poorly understood inflammatory condition affecting the bladder.

Ultrasound of the bladder is not a reliable test to diagnose inflammation of the bladder. It is best to consult a Urologist for a Urologic problem to avoid such worries.
