The cervix no longer leads anywhere so sperm simply stay in the vagina or leak out. Ectopic pregnancies happen because a fertilized egg does not travel properly from the ovary into the uterus. After a hysterectomy, even with the cervix left, the sperm are completely blocked from reaching the ovaries.
