Had cellulitis on shin. it's been treated and all redness pain swelling is gone except for a lump where infection was. been this way for 2 months and no sign of shrinkage. what is in this lump? not painful. normal skin but for this lump?

Likely this is scar tissue, however for a definitive answer one would need to see the "lump" and possibly biopsy it. It could also be a dermatofibroma.

My guess is that you had an epidermal cyst on your shin that ruptured, causing the pain and swelling. Now that that is gone, you still have the cyst. But this is only a guess - you should see a dermatologist to get a proper evaluation and treatment.
