No, it is not fatal. It is a chronic condition which can be treated and treatment can slow down the progression. Smoking cessation is the first requirement if patient is a smoker.

Yes, COPD is a progressing lung disease that ends up in respiratory failure, oxygen dependency and/or mechanical ventilation. Proper treatment/ follow up may delay progression of the disease.

COPD will shorten the life span from what it would have been if the person did not develop COPD. How fast it progresses depends on the cause and the continuing insult to the lungs.
