Not sure what you mean by tartar emergency, but asking your dentist for an urgent visit for the new onset tooth pain would be your best next step.

At 17 tarter should not be an issue unless your oral hygiene. Your pain Indic rates an emergency, rather than a routine, situation. Call your Dentist. Report your distress. Ask if you can be seen sooner.
