This needs attention ASAP, and would start with urgent care center or your primary doctor. An orthopedic surgeon may be needed. "Twisting the knee" can certainly damage ligaments and cartilage, depending on mechanism. Get proactive and get this addressed, as appears immobilizing currently, and should be reversible.

It could be a torn meniscus which can cause locking. If you can not move the knee then you should get evaluated. It would be very unusual for a fracture to occur without trauma
