Vision may worsen during puberty. Screen time may affect vision if excessive. Your son should take breaks and focus at a distance. Taking a walk outside if possible is also recommended. A vision evaluation is recommended.

Excessive screen time on computer or cell phone exposes the operator to large amounts of blue light, which may well be deleterious to retinal function, and could potentially prompt cataract development. Process does take years, but best to be safe and wear protective blocking lenses if your vision is an issue.. See your ophthalmologist and get this addressed.

It is not likely that looking at your phone (or reading or watching television) will do damage to the retina.
