My 4 year old daughter, who attends preschool every second week, has a runny nose, watery eyes and she started sneezing two days ago. she doesn't have a fever. i have given her chlorpheniramine 2mg three times a day, but it does not seem to be helpin?

Children in preschool frequently get viral upper respiratory infections. If not better after a week or if she gets worse, go see a physician.
