Your dentist, or: An oral surgeon. You may need a general exam with your pcp as well. You may have some immune system issues that need to be checked out/addressed. There are several possibilities. Biopsy may be required. Based on exam and diagnosis, treatment can include rinses with steroids, antibiotics, topical ointment/creams...
