It should not as it is specifically targeting the lungs to help decrease inflammation and easing up bronchospasm. It is not systemic.

This idea is mostly myth. The inhaled steroid is metabolized/broken down at the site in the lung tissue where they work. It is a good idea to wash out the mouth with water & spit out the residual after use so the trace amount that may coat the mouth & tongue are not swallowed. That trace residual is likely the only amount to reach the blood.
