A stress test of any type is used to evaluate the coronary artery vessels (the vessels feed the heart muscle) and holter monitoring is for checking heart rhythm (the regularity of the heart beats).

A treadmill stress test has a strict regimented protocol which is designed to get your heart rate to a certain goal which is considered a definitive test of your coronary arteries' blood flow. An outpatient heart monitor records your heart rhythm at rest and during activities but rarely is the heart rate fast enough to assess coronary artery status, although I have seen some ischemic changes.
