Yes, likely you have a fever but I could not explain why there is so much difference, 3 degrees or more, between forehead temp and armpit or groin temp.

Yes you have a fever. There are many ways these days to take one's temperature. However, in essence you're trying to measure core temperature which is generally around 98.6 F. it is more likely to underestimate the temperature than overestimate it
