I feel a neurologist or neurosurgeon can best sort out these issues for you after an examination &review if your MRI and EMG. . The upper extremity symptoms are characteristic of cervical radiculopathies but facial symptoms, dizziness & noise sensitivity aren't.

It is for sure, recommend to see a Neurosurgeon. May need spinal fusion if that is what the doctor recommends, as it sounds quite advanced. Physical therapy is very important. Need someone that understands how to guide you to stretch your neck. You can go on You Tube and check on :Nerve flossing for the neck, they have different exercises

You describe some discrepancies, which can best be organized by a visit to a neurologist or a neurosurgeon. Not so clearcut that you have a cervical radiculopathy, and would wonder about a brachial plexus problem, such as thoracic outlet syndrome. Your additional facial and vestibular complaints need also further consultation and correlation.
