Do orthopedic surgeon attach a torn bicep tendon to a rotator cuff? my rotator cuff already had smalls tears and my surgeon attached my bicep tendon to my cuff and the tendon ruptured about 4 weeks after surgery !! apparently im too old and a female?

First 51 yrs is not 'too old' Nor has being female got anything to do with it. Recommend you seek treatment at an academic (University) hospital orthopedic center. Therev arevproblems and there are solutions. Wishing you well.

First, I suggest that you obtain a hard copy of the operative report (from your surgeon). Next you will need to be evaluated by an orthopaedic surgeon who has completed a fellowship in shoulder surgery. Be sure to take the operative report with you when you visit with the new orthopaedic surgeon. Your age, by itself, is not a reason to anticipate a bad outcome.
