Are an hiv 4th generation test at 41 days post-exposure and an hiv 1 rna pcr at 34 days with negative results on both of them considered conclusive?

These results are conclusive. Although many agencies recommend testing later (e.g. 3 months), there has never been a clearly documented case of HIV that was missed by this combination of tests at the times you had them (not counting people who were taking anti-HIV drugs, which can delay positive blood test results.)
