Is a negative hiv rna pcr test conclusive at 21 days after a potential exposure? what about a negative 4th gen duo test at 28 days? any help/advice is greatly appreciated?

It is good that the test results were negative and your risk of having HIV is remote. To be sure repeat the 4th gen duo test a 6 weeks after exposure. HIV is only one of the STDs. A condom may not protect against HPV, Herpes, LGV, syphilis, pubic lice etc. It would be prudent to see your doctor for an evaluation.
