Seems you might have a neck or neurological issue. Pl see your MD or a neurologist soon as without an exam and tests no diagnosis or treatment can be given.

You may possess cervical stenosis or multi-level radicular neck problems. Cannot exclude issues in brachial plexus or nerves in upper limbs. An EMG/ NCS may help, but a complete exam by a neurologist may point the way to further intervention.
