What can i treat an elbow rash with that doesn't burn or itch but doesn't respond to prescription steroid creams or elidel? besides eczema what could this be? it's been here since june?

It is not feasible to provide a meaningful opinion without additional history, physical examination and may be some tests. Since the rash has not responded to steroid creams it would be prudent to see a doctor, preferably a dermatologist. Wish you good health!
