Yes: Independent of the knee , and DVT your symptoms need resolution and treatment for the bp. See your doc and check the inr soon.

High blood pressure: It depends if you are on anti coagulation. If you are you should correct your blood pressure. Also depends how high.

Had a blood test to rule out dvt and it was negative result. but when i cross legs I f3el funny beating pain and sometimes Pins and Needles? also hurts when sitting down with top of knee bent and when stretched.
