N95s don't work well on bearded persons. Other masks plus face shields are the main option -- or, if caring for patient known to have COVID-19, tuberculosis, or other easily transmitted respiratory infection, other protections such as PAPR (powered air purifying respirator).

They can, but such masks will not be protective for them specifically, a respirator hood will be needed for respiratory precautions, such as for COVID for example.
