Probably but need retest at 90 days is needed to be certain.

Recommendations on HIV testing are to repeat antibody testing at 90 days. https://www.cdc.gov/hiv/testing/index.html Very little risk with blood draws , exclusive of bruise at the site of entry. Other risks like infection, nerve damage are very minimal. Needles in labs are not re-used, you should be able to see the seal on the needle before the procedure to confirm sterility
