HPV and Chlamydia are different infections caused by different organisms. It is not possible for one to cause the other. Both HPV and Chlamydia can cause urethritis. Since both of these infections can also be asymptomatic, it is important for both of the partners to be tested for both infections, and be treated according to the results.
