Yes- probably nothing to worry about. But if the arm is swollen lower in the arm under where the shot was given or if there is redness or fever, you should probably have it checked out to make sure no infection or blood clot.

Has it been tender for 13 days? This can be normal or abnormal. Hard to say without more information. Is it red, hard?
