It can trigger the seizure but it is less likely the cause.

Hyperventilation is often used in EEG testing to provoke underlying epileptiform activity and prove the diagnosis. True epileptic events can be triggered by hyperventilation if an actual seizure disorder is present, but otherwise, in a normal individual, syncope might occur.
