Husband developed blisters near left eye.had one sided sharp headache at one spot(on and off)2 days ago and it resolved.no any other pain.blisters are not painful or anything at all.can it be shingles?(without pain??

Shingles is always a consideration with unilateral rash with blisters. It is not feasible to provide a meaningful opinion without examining the patient. Wish you and your husband good health!

It is very important to detect shingles very early in this area because if it is truly shingles it can affect the eye and if not treated, he can lose the vision of that eye. Please take him to ER or urgent care ASAP.
