Female 37,dermatology given lymecycline 408mg capsules for 28 days, but as the side effects are quite worrying is there another option less potent? the other part of treatment epiduo seems to be working on skin but still have some acne cysts on face?

To be prescribed an antibiotic like lymecycline.408 mgs(equivalent to 500 mgs of tetracycline in action) and epiduo gel you must have significant acne. It is not unusual for such patients to take the antibiotic for 6-8 weeks. You could opt for a lower dose but your prescribed treatment appears reasonable to me.
