If it is small and not changing over 3-6 months or longer and you are sure of the diagnosis, then it does not require any surgery at this time. Communicating hydrocele is the one which increases in size. Small fixed. hydrocele usually does not affect testis 10% of newborn male infants have a hydrocele which clears , only 1% of adults men have it and will often disappear. Hope it helps.
