Im having pain at the base of my penis on the left side against the pelvic wall. if it doesnt get touched for a little while it feels better but then flares up when touched. ultrasound said no torsion or rupture and just wait but seems unnatural?

I assume you have not recently strained that area. Since an ultrasound can miss an occult inguinal hernia & since you're having persistent tenderness near the groin, I recommend having an MRI done which is more able to detect hidden hernias or you could consult a general surgeon for examination and advice.
