Really the best way to have an accurate diagnosis and get appropriate care & followup is to consult a dermatologist. Scalp eczema does occur and is called seborrheic dermatitis and causes dandruff. In my experience scalp psoriasis is less itchy and more difficult to treat because of thick scales. For eczema your pharmacist can recommend shampoos&lotions. A dermatologist should treat psoriasis
