During my last 2 annual exams my globulin was low (1.7 each time) and my albumin/globulin ratio was high (2.7 last yr and 2.6 this year) my sugar has been high also (165 last year and 144 this year). a1c is normal. is this a concern?

All laboratory results need to be interpreted in the clinical context and the doctor who ordered the tests is usually in the best position to do that. Talk to the doctor who ordered the tests. Having said that, if the blood samples were collected after an 8 hour fast, your blood glucose results are consistent with diabetes, normal A1c notwithstanding. Wish you good health!
