Yes: This changes very slowly, and if you are developing hypothyroidism, there is no urgency about confirming and starting replacement.

Yes.: Your TSH would be elevated even with no range change. You also have the symptoms of hypothyroid disease. It's likely good practice to repeat the testing as there can be many causes of this.
