A few seconds: This is a loaded question, since the observation should hopefully be only after resuscitation in an EMS setting or after a spell at home and EMS is on the way. Blue lips signal a profound hypoxia, with oxygen saturations down into the 70's usually. If this is happening regularly, a cardiology visit is imperative. If it happens with cold, that's mainly just venous pooling, though ask your doc asap.
