can lack of oxygen cause only top lip to become purple or would bottom be purple too. sometimes the upper lip looks purple but the lower is pink.

Unlikely: If you smoke cigarettes and have less oxygen consider a smoking cessation program. Your doctor can help you with this. She can also get a spirometry to check your lungs. If you just noticed an upper purple lip and you are not a smoker it could be from eating ice or drinking a cold drink.
