Possibilities: This is a vague description. Many with a slight blue to purple appearance in that area have nasal congestion due to irritants or allergy. This reduces blood flow and increases the oxygen loss to the local tissues making the blood darker. I don't find it worrisome. If you tug the lower eyelid down you can see how bright pink the tissue is which is what the real circulation delivers to the brain.
