When coming home yesterday at around 7pm i sat in taxi then i saw the window had red things like dried blood i didn't touch as i checked my hands and there was no blood on it. later at midnight i touched myself around my private parts. can i get hiv?

No: HIV and Hepatitis B and C cannot be transmitted through above mentioned mechanism. Hand hygiene rules still apply as to risk for transmission for other bacteria including hepatitis A.
