Simple virus: Most likely you baby just has a virus. Viral infections last anywhere from 7-10 days. Since you cannot give a 9 month old cold meds, your best option is to use nasal saline drops. Apply 5-6 drops in each nostril and let them sit for up to 10 minutes then suction them out with a bulb suctioner. If you do this just prior to feeding, your baby will not cough and sputter from the milk.

Baby with cough: If baby is well, able to feed and has normal wet diaper and stool, she likely needs little more than to be made comfortable. A baby's nasal passages are narrow and can be obstructed. You may see her breathing through her mouth. Sitting with her in a steamy bathroom will help loosen secretions which she may then clear even without suction. Should improve in a few days.
