Penis swelling: Penis swelling can be caused by: allergic reaction, sexual injury, balanitis, STD's. Ice can help with the swelling, just make sure not to put it in direct contact with the skin. If you have warts, there are a variety of medications that can treat them. A second opinion would require a full exam and cultures.

Penile edema?: Gential warts are not likely to cause penile swelling. If you have that STD, you could have others as well. If there is penile discharge and/or painful urination, it could be gonorrhea, chlamydia, or herpes. These can cause "penile venereal edema", in the old days sometimes called "bull headed clap". For sure you need testing for STDs. A non-STD infection also is possible. Keep working w/ th doc.
