Not sure what i have, i feel congested and i feel something in my throat which i think is phlegms, but it doesnt hurt its just the feeling, i have to clear my throat a lot to not feel the phlegms in my throat?

You can use antihistamines to decrease the mucus build up in the sinuses to decrease the drip or use nose sprays that do the same. Using a humidifier or ionizer at night might also help.
