Minimal change dz: "large amount of protein" in the urine of a 13-year-old may be suggestive of minimal change disease, a nephrotic syndrome with relatively good prognosis. The required tests to make this diagnosis are not made in an er setting, unless its a concierge sort of er. Need a 24-hour urine collection or a spot prot/cr ration. Low vit d level is not an emergency. (good luck with your sister).
