Question unclear but: Depends on the question and how one defines "suffocating." If a person (newborn or any other age) is actively trying to breathe, but something is blocking the air flow, then that person will move as much as he or she is able to, while trying to get more air. The person might cry, grunt, scream, etc., but vocal sounds require air flow. If truly suffocating, there is no air flow to create sound.
