Probably not : When a person is chopping vegetables, their head is tilted forward as their eyes are looking down. This can cause pressure on the nerves of the neck which can trigger a cough response. The general moisture and heat of a kitchen can also contribute to phlegm and mucus production. Inhaled vegetable allergies are rare. More common would be a rash on the hands.
