So i was told after a ct scan that i have mold degenerative changes of the thoracic spine. what does this mean? do i need to go to the doctors for it if so what kind of doctor? im only 23

Primary care: Make sure you establish with a primary care physician so that a specialist can be consulted if needed. Definitely early for degenerative changes, even if mild, at age 23.

If symptoms warrant.: Why did you have a CT scan? Was it to evaluate spinal pain? Early degeneration can be seen in younger people based upon sports/activity and genetics. Evaluation is warranted for pain or deformity. A spine specialist such as a spine fellowship trained neurosurgeon is an appropriate expert if symptoms warrant.
