No need for concern.: Age of onset of puberty has been lowered over the generation by good nutrition and well being; it is still variable from one person to the other. The best thing would be for you to read about puberty so you could help your daughter feel comfortable with her body and have healthy mind development with the body changes.

Depends: If an adult type pubic hair has grown along with visible breast development in an 8-y-o girl, it is considered normal especially in African American race. However, isolated pubic hair growth often with an enhanced linear growth, is called premature adrenarche. Some children with this condition have a higher chance to develop polycystic ovarian syndrome later on.
