Depends: The hair growth is under the influence of hormones generated in the adrenal glands & emergence can occur years before puberty. Early on a thin pale silky hair is seen. If the kids growth rate has accelerated (rapid increase in height) & the hair is coarse/thick the kid should see her doc for an evaluation.
