Depends: Menses is the product of complex hormonal changes and generally occurs from 6m to 2 !/2 yrs after the breast starts to develop.Often the kid will have a light straw colored vaginal discharge for a few months prior to starting.

Soon: Menses begin average two years after breast buds appear. She is demonstrating appropriate secondary characteristics (breast development and pubic hair) so she should be starting her period within 6-12 months...Maybe sooner. All is well.
