You should draw attention of your pediatrician to it for evaluation. It could be normal if it is like downy hair,however hormonal abnormalities may cause abnormal hair growth that could only be determined by examination and blood test evaluations.

The color and distribution of hair is genetic in origin. Pubic hair that is thin/fine in texture is common. If the kid showed acceleration in growth, (beyond the expected 2-3 inches/yr) a visit with her pediatrician would be worthwhile. Otherwise you can just discuss this with her doc at your next encounter.
