People develop at different rates but it there is concern for delayed puberty I recommend that your daughter be evaluated by a gyn or a reproductive endocrinologist to make sure there isn't something serious going on or that would require intervention.

The nipple "raising" can be the earliest sign of puberty in women, occurring between 9&13. First menses is expected within 2 years of that first sign. Beyond 15 is considered delay. Talk the issue over with the doc. Kids at that age don't like being ahead or behind their friends, but they need to know there is a range of normal.
