Heart failure: Active CHF and an ef in the range noted increases the risk of an general anesthetic procedure. The more stressful the surgery the higher the risk.

Anesthesia risk: It is high risk. Depends on the complexity of the surgery and its length, e.g. Abdominal surgery with organ manipulation produces the fluid to shift from the blood to the tissues and then backwards. The heart could be overwhelmed at this ejection fraction. If it is elective make sure the cardiologist will optimize you before the surgery. Make sure you have an experienced anesthesiologist.
