If someone have hepatitis b get some wound and the blood is dried on the hand. after that he touches some surface. same surface is touched by another person and cut the fruits and eat it without washing hands, is second person is infected?

Unlikely: This is a hardy virus that can live for long periods outside the body. However, it does not pass easily unless it is introduced directly into the blood by such encounters as a needle stick or when blood enters an open wound. Digestive enzymes in the mouth/stomach would further neutralize the germ.
