Maybe not: The more common reason for nasal congestion or cough at that age is exposure to dust/fragrances/smoke /cooking or cleaning odors/etc. Babies tiny nasal passages react to things you tend to ignore. If you eliminate these from babies surroundings and use nasal saline to help wash them out, it helps.If the kid has fever it should be seen immediately.
